Barbara Leachman

Region Director


Barbara started as Director of the Idaho SBDC for our North Central Office at Lewis-Clark State College in the summer of 2011. She has worked in for-profit manufacturing and retailing, government programs, non-profit social services, and higher education.

Her work experience includes government lending and grants, bookkeeping, office management, program development, operations management, consulting, real estate development, and teaching. Barbara specializes in business planning, real estate, feasibility, raising capital, accounting, operations, human resources, and small business management.


She has a Bachelor of Science in Agribusiness and a Masters in Business Education.

Barbara grew up on a family fishing boat in Alaska.

Judy Schumacher

Business Consultant


Judy is the Business Consultant for the North Central Office of the Idaho SBDC. She has experience in credit analysis, SBA lending, commercial real estate lending, and small business lending. Her strengths include financial analysis, knowledge of lending practices, and customer service skills.


Judy worked in the banking industry for 10 years, specializing in commercial lending. Additionally, she has experience in billing/bookkeeping for a medical office. She holds a bachelor’s degree in Business Administration (BBA) with a finance emphasis from Boise State University.

Todd Broadman

Business Consultant


After graduating from Thunderbird's global management program, Todd held industrial marketing and project management posts in the data communications sector. He was principal in a software services provider startup and has consulted with both large and small firms. His focus is on identifying and building strategic competitive advantage - and has taught related courses at University of Idaho.


After working abroad in China, Hong Kong, and England, he found Moscow, Idaho in 2000 and considers it the best place in the world to raise his two children.

Chris St. Germaine

Rural Business Consultant


Chris joined the Idaho Small Business Development Center team in 2016. She had an outfitting business for eight years and has over ten years’ experience in economic development. Chris spent fifteen years working in natural resource management which included development of the Center for Biological Control of Weeds with the Nez Perce Tribe.

Chris’s experiences have given her expertise in strategic planning, business planning, development, leadership and organizational structures; she has direct experience in government contracting, grant and proposal writing. Chris is president of the Clearwater Ski Club and operations manager at Bald Mountain Ski Area.


Chris has a B.S. degree in Biology from the University of Minnesota.

She is the proud mom and when there’s no snow, an avid gardener.

Jessaca Austad

Rural Business Consultant


Jessaca is the Business Consultant for the North Central Office of the Idaho Small Business Development Center. Jessaca has owned and operated a construction company for 8 years.

She has an extensive background in A/P, A/R, Taxes, Liens, Insurance, Payroll and Contracts. In addition to her construction background, she also has experience in business plan review, customer service training, staff training, and corporate management training.


She is currently working on her Bachelors Degree at the University of Bellevue in Business Management.

Jordyn Watters

Work Scholar


Jordyn is a student at Lewis-Clark State College pursuing a Bachelor’s Degree in Applied Accounting. In May of 2017, she graduated with an Associates of Applied Science in Business Management.
Jordyn has experience in sales and customer services and her goal upon graduation is to open up her own small business.

Edward Sloniker

Work Scholar


Edward is the new Work Scholar for the North Central Office of the Idaho SBDC. He is a current student at Lewis-Clark State College pursuing a bachelor’s degree in Business Administration with minors in Marketing and Spanish. He has experience in management, sales, customer service, construction, and he holds officer positions in the Geology club and The Green Team at Lewis-Clark State College.


Edward is ambitious, energetic, and determined. He is excited to nurture and encourage success among others.

Shelby Hall

Program Assistant


Shelby holds a Bachelor’s Degree in Business Administration with a focus on Marketing and Public Relations from Gonzaga University. Shelby joined the Idaho Small Business Development Center team in 2017 and brings with her a background in marketing, real estate, property management and office administration.
