Winspear Construction – A PTAC Success

A service-disabled veteran-owned business earns big government contract

Jordan Winspear entered the construction industry after leaving the military. He spent years recognizing opportunities to improve processes, and in 2013, he decided to form his own company – Winspear Contractuction LLC. After an opportunity to work as a project manager to increase his experience, he returned to Boise to focus full-time on his business in 2015.

He started small as an independent contractor or sub-contractor with jobs ranging from $5,000 to $17,000. Jordan came to the Idaho Procurement Technical Assistance Center (PTAC) to get registered in government contracting databases and create a strong capability statement. The Idaho PTAC reviewed several contract solicitations with him so he understood exactly how to put together a winning proposal.

Soon, Jordan was bidding on and winning complex contracts valued at up to $500,000. After getting registered with the VA as a Service Disabled Veteran-Owned Small Business, Jordan became the prime contractor on the Boise VA Campus Parking Garage; a project valued at $8.5 million.

Jordan ascribes his success to his willingness to seek advice from many sources and never accepting no for an answer. He credits the Idaho PTAC with helping him learn how to find, comprehend and bid on federal projects.
